"AI voice generator" covers three different jobs: turning a script into narration, cloning a real voice, and fixing or translating a recording you already have. Most people only need one of them, and the right tool depends on which. Below we rank the three voice tools we score using the same public 0–100 score as our Gaming & creative ranking, which covers voice, music and game assets, then explain who each one is for.

How the scores break down
Every score is a weighted sum of six factors (how we rank). Fit and quality carry the most weight, which is why the broadest, most realistic tool leads.
| Factor (weight) | ElevenLabs | Murf AI | Descript |
|---|---|---|---|
| Fit for the use case (30) | 88 | 70 | 62 |
| Output quality (25) | 92 | 82 | 82 |
| Ease / time-to-value (15) | 85 | 85 | 80 |
| Value / pricing (15) | 82 | 72 | 78 |
| Momentum (10) | 85 | 70 | 72 |
| Trust / maturity (5) | 88 | 82 | 85 |
| Total | 87 | 76 | 74 |
Who each tool is for
1. ElevenLabs
ElevenLabs is the broadest voice tool we track. One account covers text to speech, voice cloning, dubbing into other languages, speech to text, music and sound, and voice agents, in a web app, an iOS app and an API. That breadth is why it scores highest on fit and quality in our Gaming & creative ranking.
Who it's for: YouTubers and audiobook or course creators who want narration that doesn't sound synthetic; game makers who need many character voices; developers building voice into an app or agent. Who it's not for: anyone who wants a timeline editor for a whole video. ElevenLabs makes the audio, and you still edit the video somewhere else.
Watch out for: plans are credit-based, so long-form narration and dubbing use credits quickly. Estimate your monthly minutes before you pick a plan. The free tier (10k credits a month) is enough to judge voice quality before you pay.
Try ElevenLabs ↗Affiliate link2. Murf AI
Murf is built for one job: clean, professional voiceovers for things like training modules, product explainers and ads. You paste a script into the browser studio, pick a voice, adjust pacing and emphasis, and export. There is also a developer API, a voice changer and translation and dubbing.
Who it's for: L&D teams, marketers and solo creators who want predictable narration without learning a complex tool. The API is cheap for developers: Murf lists its fastest text to speech model at $0.01 per 1,000 characters on pay as you go. Who it's not for: teams that need several people in one workspace on a self-serve plan (each self-serve Studio plan has one editor seat), or anyone who also wants music and sound effects.
Watch out for: the free Studio plan is a 10-minute trial and doesn't allow downloads, so you'll need Creator to use anything you make. The lower Studio prices are the yearly-billing rates.
Try Murf AI ↗3. Descript
Descript isn't a voice generator first. It's a text-based audio and video editor where you edit the transcript and the recording follows. Its AI Speech features (stock AI speakers, custom voice clones and "regenerate" to repair a flubbed word) are what put it on this list, along with dubbing on the Business plan.
Who it's for: podcasters and video creators who mostly record their own voice and want AI to fix mistakes, remove filler words and add short pickups without re-recording. Who it's not for: anyone who needs high volumes of synthetic narration or a voice API. A dedicated generator is better value for that.
Watch out for: AI features draw from a monthly pool of AI credits, and plans are priced per person.

How to choose an AI voice generator
1. Decide whether you're generating or fixing
If you start from a script and want finished narration, use a generator: ElevenLabs or Murf. If you start from your own recording and want to clean it up, cut filler words or patch a sentence, an editor with AI speech such as Descript saves more time than any generator.
2. Estimate your monthly volume
All three tools meter usage: credits on ElevenLabs, voice-generation hours on Murf Studio, and media hours plus AI credits on Descript. A weekly 10-minute video and a 10-hour audiobook need very different plans. Work out your minutes per month first, then compare plans on that number rather than on the headline price.
3. Check the license before you publish
Free plans often restrict downloads or commercial use. Murf's free Studio plan doesn't allow downloads at all. If the audio goes in a client project, an ad or a paid course, confirm commercial rights on the plan you buy.
4. Test with your own script
Voice quality is personal and depends on the language, accent and pacing you need. Every tool here has a free way to try it. Run the same 200-word script through each one and listen on the speakers your audience will use.
5. Plan for consent
Cloning is powerful and easy to misuse. Only clone your own voice or one you have written permission to use, and check each vendor's rules on voice cloning before you upload samples.
What about music and sound?
If you're making a game or a video and also need a soundtrack, Suno generates full songs with vocals from a prompt and scores 85 in the same ranking. ElevenLabs also makes music and sound effects, so creators who want one subscription for speech plus sound can start there. Our verdict
ElevenLabs is the default pick for most people: the most capable voice tool we track, with a free tier to prove it on your own script. Pick Murf AI if you want a simpler studio for straightforward business narration or a low-cost text to speech API, and Descript if your real job is editing podcasts and videos you record yourself.

No. ElevenLabs is an affiliate partner, which we label, but the ranking code only reads scores. A tool ranks exactly where it would without an affiliate program.
